UN Council Backs Trump's Gaza Initiative

The Security Council has voted to endorse proposals put forward by President Trump for achieving a durable ceasefire in the Gaza Strip, featuring the deployment of an global peacekeeping force and a possible route to a sovereign Palestinian state.

Widespread Support with Notable Absent Votes

This measure was adopted by a count of thirteen supporting, with Russia and China choosing not to vote. The US envoy the US ambassador informed the UN assembly that it set “a different path in the area for Israelis and Palestinians and all the residents of the area alike”.

Compromise Phrasing on Sovereignty

The inclusion of allusions to an sovereign Palestinian state was the trade-off the America agreed to for backing from the Arab and Islamic world, who are expected to supply stabilisation troops for the global force.

“The transitional arrangements that we begin today must be executed in following international law and honoring Palestinian self-determination,” Britain's representative stated.

Netanyahu's Objection Remains

Nevertheless, on the verge of the UN vote, Israeli prime minister Netanyahu reaffirmed his administration's firm resistance to the creation of a Palestinian state, raising questions on whether the Israeli government will allow the implementation of the Council-backed plan.

Central Components of the Resolution

  • Immediate lifting of existing limitations on humanitarian aid into the territory
  • Establishment of an international stabilisation force
  • Moves towards reconstruction and a potential “route to Palestinian self-determination and statehood”

Ambiguous Wording and Conditions

The inclusion to independence was a balanced insertion to an original American proposal which excluded it. Yet the language is unclear and conditional, declaring only that once the PA has reformed itself and the restoration of the strip is under way, “the situation may eventually be in place for a realistic route to Palestinian sovereignty and nationhood.”

Global Feedback

The phrasing was insufficient of the firm commitment to the establishment of a Palestinian state alongside Israel sought by Muslim nations, as well as European council members, but in speeches to the assembly after the approval, envoys from those nations said they were prepared to accept the agreement in the interests of continuing the ongoing cessation of hostilities and prompt actions to feed and protect the over two million Palestinian residents in Gaza.

“Our delegation has finally decided to endorse of this text, a resolution that we support its core objective, namely the preservation of the truce and the establishment of situations allowing the Palestinian population to assert their immeasurable rights to self-determination and statehood,” Algeria's representative stated.

Execution Hurdles

The proposal gives overall oversight authority to a “peace board” led by Trump, but of uncertain membership. This committee has to update the UN but it is not bound by the desires of the UN or by the PA.

Furthermore, it demands the establishment of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza and the provision of utilities, but it is highly uncertain who would take part.

Stabilisation Team Mission

The mission of the global force authorizes it to remove and dissolve fighting factions in the strip, but it is highly uncertain that possible sending countries would be willing to engage such groups. No country has yet committed itself to contributing forces.

Moreover the criteria for modification of Palestinian leadership, the precondition towards progress on independence, have been vague.

European diplomats said they viewed it as pressing that the members of the expert panel to provide utilities was settled as promptly.
